L5 doesn't have a refinery. You need to visit an L1 station with a refinery deck. This is a known bug, sometimes relogging helps. I just bounce back and forth between ore sales kiosks and eventually it shows up in the dropdown. As others have said there is only refineries at L1 stations (plus HUR L2).. What time is sunrise
